In the first of two votes on a marriage equality bill, the D.C. Council on Tuesday passed the legislation 11-2. A second, final vote is expected later in the month, and D.C.'s mayor has said he would sign the bill. Marriages would begin in the District after Congressional review (Congress is not expected to intervene in opposition to the legislation if it passes). [Link]
